2005 Dodge caravan 82000 miles has developed a clunking noise when steering wheel is turned at low speeds or stopped. I have been told it is struts, rack and pinion, (does not leak) or possibly bushings. Car drives fine and tires show no wear. I have been told not to worry but that doesn't seem a reasonable answer

If you had not said "just turning the wheel" with no suspension movement I would have been positive it was the sway bar connecting links. These have a small tie rod looking joint on each end and do cause a very annoying rattle/thump under almost any driving condition  but I am not aware they can make noise without the suspension moving. Easy to check if you hold onto either link and have someone gently jounce the front end you will feel it if it is the sway bar links. If it is the links it is safe to drive. Anything else I would have a shop look at to be safe.

Is this occuring when turning the wheel back and forth rapidly a small amount? The car stopped? If so while slightly annoying it's nothing to worry about. It's just one of two things. THe clock spring rattling inside the column or there is a rubber bushing that does it. If the clock spring rattling most likely a tech can tighten it. If the bushing the column requires replacement. IMO neither is worth the trouble.

If this happens only with car moving than it could be, tie rod ends, sway bar links and or bushings, steering rack, struts or some part of struts i.e. bushings, bearings, etc. or the actual strut cartridge itself. If this noise occurs with car on slightly rough street regardless of steering movement most likely culprits are the sway bar bushings and or links, or a bad strut.
